Imagine this scenario (in Advanced Roadmaps):
The hierarchy is Initiative -> Feature -> Epic. However, there are cases where there is no Feature so the hierarchy could be Initiative -> Epic.

Please provide the ability to configure any issue type to have multiple hierarchical levels.
