At the moment, it is possible to control the user access to individual Advanced Roadmaps plans as mentioned in the documentation: Limit who can edit and view your plan in Advanced Roadmaps

However, for a user who has "Edit permission" on an advanced roadmaps plan, it is not possible to further restrict the users from performing bulk actions such as removing an issue from the plan.

Provide granular permission control in advanced roadmaps plan in order to restrict users from performing bulk actions (Ex: Remove from plan, etc) while the users continue to have Edit permission on the plan to perform other actions.
