New Roadmap plans Get Plan API, doesn't retrieve cross-project releases which are not set with projects' releases.

      As was published in https://jira.atlassian.com/browse/JSWCLOUD-20360 there are new Roadmaps Plans APIs.

      There are two issues with them:

      1. Get Plan will not return an empty array in crossProjectReleases if those exist but are not set with releaseIds yet.
      It will return an array with only cross-releases project which are set with project releases if those exist.
      You can add "empty" cross-project releases in UI and in the new API - which is great for planning.
      In UI you can see them, and they should also be returned by the Get Plan API in the response json.

      2. in the documentation for the Update plan, please include that it must user header "Content-Type: application/json-patch+json".
