Ability to automatically detect and set the weekly capacity for newly created teams based on the Timeline data

      Issue Summary

      Currently, a new team defaults to 30 points as this is the most common measurement used and is not based on any existing data as this is something that's expected to be defined by the planner. However, it would be nice to have the ability to automatically detect and set the weekly capacity for newly created teams based on the Timeline data
