Required Priority field prompts an issue create screen in Plans

      When setting the priority field as required and creating an issue from the plan, it gives the pop up screen when trying to commit the changes to Jira.

      Key point here is that the priority field has a default value set to LOW, so it should not prompt a create issue screen when committing changes via plan.

      The expected behavior should be that it should not pop up the issue create screen.

            I was able to reproduce it on my test site.
