Issue Summary
If a user that does not have a Jira Software license is part of one or more groups that are configured under Advanced Roadmaps User and/or Advanced Roadmaps Viewer they will be able to see the Plan option in the top bar and also attempt to create a plan.
The behaviour presented for them does not show any message stating the need of a license, which leads them to believe an error is occurring.
Steps to Reproduce
- Grant user and viewer access to a group
- Add a user that does not have Jira Software license to that group
- Have the user try accessing Adv. Roadmaps and creating a plan
Expected Results
Either the user would not be able to access those options or a message stating the lack of licensing should be displayed.
Actual Results
The user will be able to access those sections and see a spinning wheel.

Workaround
Users need a Jira Software license in order to access/use Adv. Roadmaps. Grant the necessary license in case a user needs that kind of access.
