Add a REST API endpoint to query workflows for Team-managed projects

      In the current API, there is no way to query workflow for Team-managed (next-gen) projects.  

      Suggestion

      Add a supported REST API for Jira Cloud to create a new workflow status.

      Workaround

      At this moment there is no workaround.
