Improve error handling for default assignee failures.

      Error messages on failure for default assignee are not very clear. Some examples below:

      When removing access from Jira for a user that is a default assignee, no warning is provided.

      No warning on changing a workflow that will fail because of the default assignee.

      Changes on the permission scheme, removing possible assign for the default assignee are also not warned.

      When using the Inline Issue Create feature (What needs to be done?), and failing to assign, no clear message is provided. Fixed
