Issue Summary

In an Initiative > Epic > Story/Task/Bug > Sub-Task hierarchy, you can create Initiatives if they have a required Field set.

Steps to Reproduce

1. Using the Initiative > Epic > Story/Task/Bug > Sub-Task hierarchy
2. Set a Required Field for the Initiative Issue Type
3. Try to create an Initiative through the Child issues section of an Epic

Expected Results

An error should be displayed like when the Initiative doesn't have a Required Field

Actual Results

A pop-up window is opened to populate the Required Field & the Initiative can be created 

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
