Issue Summary

Backlog > Right-click > Parent drop-down should not show Done issues or should offer the ability to filter them out

When viewing an issue in a backlog you can right-click its row causing the following dropdown to appear:

Some of the Epics shown there are completed. When actively working a backlog in a project with many closed epics, keeping active issues only within active epics is difficult if the system easily allows users to put tickets into an epic that is done/complete a long time ago.

Note, that when viewing an issue and clicking its Parent field, by default we don't show Done issues:

This behaviour should be the same in the backlog right-click dropdowns.
