Issue Summary
When the quick filters are applied in the Backlog, the 'Move to the top of the Backlog' feature only moves the selected issues to the top of the selection rather than moving the selected issues to the top of the actual Backlog.After removing the Quick Filter, we can see that the selected issues are not moved to the top of the Backlog.
Steps to Reproduce
- Navigate to a Kanban project
- Make sure there is a quick filter configured and enabled.
- Create a few issues
- Select the quick filter to filter out some issues from the Backlog.
- Select 2-3 issues from the quick filtered list and click on Move to the top of the backlog.
- Deselect the quick filter, thus returning to the Backlog.
- We can see that the moved issues are not on the top of Backlog, rather there is 1 or 2 issues already on the top which were not part of Quicik Filter selection

Expected Results
To be able to move the issue to Top of Backlog while using Quick Filters instead of only moving them to the top of the selection.
Actual Results
We can see that the moved issues are not on the top of Backlog, rather there is 1 or 2 issues already on the top which were not part of Quicik Filter selection
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
The only workaround as of now is to not use the Quick Filters while using Move to the top of Backlog feature. Move to the top of backlog seems to work only within filter applied which drastically impacts customer's ability to pick the important tickets from subgroups of tickets and leaves them with the need to scroll and find the selected item on the whole backlog list - only then we can push the ticket to the top of the backlog, when there are no quick filters applied.
