Issue Summary

Currently, users cannot create new fix versions or affected versions directly from the Create Issue screen, similar to how labels can be created.

Steps to Reproduce

1. Click on "Create" to create an issue
2. Attempt to type a new release name in the Fix Versions field.

Expected Results

Users should be able to create new fix versions or Affected versions directly from the Create Issue screen, just like they can with labels.

Actual Results

Users are unable to create a new release from the Create Issue screen.

Workaround

Users can create releases after issue creation (Edit screen) or alternatively, users can create a version by following the below steps:

1. On the Releases or Versions screen, select Create version
2. Give the version a name.
3. Optionally, add a start and release date, and a description.
4. Select Save.
