Issue Summary

When trying to create a Crucible review from a Jira issue, the option to "Create review for all commits" is not displaying for new issues.

This is reproducible on Data Center: N/A

Steps to Reproduce

1. Assuming crucible is already setup and working as is, go to any issue that has commits
2. See that the link/button that says "Create review for all commits" is non-existant

Expected Results

Button should be there to click for new issues.

Actual Results

New issues do not have the button.

The below exception is thrown in the xxxxxxx.log file:

Workaround

"Create review for all commits" link will show up if manually creating a review for the issue, and then go back and refresh Jira.

The workaround is not working anymore.
