Issue Summary

When the user opens a board and applies a quick filter (Only My Issues, for example), and then copy the board URL without the filter parameter, open a new browser tab and paste this URL, it will show the board with the filter applied. This also happens if he save the URL as a bookmark or copy and paste it in another tab. But this is not consistent: sometimes it will simply bring him to the board without the filter applied. 

Steps to Reproduce

1. Open a board.
2. Apply a quick filter.
3. Copy the URL and paste it in another tab or browser.

Expected Results

As reported by help-rapidboards:

The expected behavior is that when moving to a board without any quickfilters, the board will default to using the last used quickfilters saved in localStorage. The flakiness here is unexpected, though.

Actual Results

Board sometimes comes with quickfilter applied when the URL is pasted in another tab.

Workaround

Load the page sometimes.
