Allow issue ranking for each/specific board.

      Issue Summary

      Currently, Issue ranking is only global level (Global Rank) which means that if I change an issue rank in one board, it will affect other boards that have this issue as well.

      Steps to Reproduce

      1. Have issues in two different boards (or more).
      2. Change the issue rank by dragging and dropping in the order you want.
      3. Notice that what you do in one board, affects other boards.

      Expected Changes

      A feature that allows the issue ranking for each board..
