Filter by assignee shows parent issue assignee when it should not

      The quick filter for assignee shows users who don't have issues that meet the filter conditions to show issue on the boards.

      The users show up in the quick filter because they are the assignee of a parent issue that has a child showing on the board.

      This is confusing as users expect to see assignee quick filters for users who have an issue that meets the main JQL filter of the board.
