Issue Summary

Viewing a board with the Quick Filters enabled and showing, there does not seem to be a limitation to the number of filters displayed. If a board has a large amount of Quick Filters, the width/height of these filters can take up too much space in the board view:

(The screenshot shows 4 rows of filters, but in another instance I saw up to 14 rows). Currently, the only option would be to either disable the filters from displaying entirely.  

Steps to Reproduce

1. Head to a board (with the enhanced board and backlog enabled) that has a large amount of Quick Filters
2. Enable the Quick Filters to display in the board view

Expected Results

1. There is a limitation/pagination for the number of Filters that can be retrieved within the window.
2. Alternatively, the user should be able to customize which filters are most relevant to them to display in board view

Actual Results

1. The window displays all Quick Filters available
