Issue Summary

Creating an issue on a Team Managed board doesn't apply default restriction.

Steps to Reproduce

1. Have a team-managed project.
2. For any issue type, have a default restriction (role).
3. Create and issue directly on the board.

Expected Results

When creating issues of that type, keep the default restriction.

Actual Results

When creating issues using the Create menu on the top, the default restriction is selected as default, which is correct.

When creating directly on the board, no restriction is applied.

Workaround

Option 1)
Create the items using the Create Menu

Option 2)
Change the restriction of the issues after creation.
