Smart wip limmit issue count

      A complement to issue count, issue count exclude subtasks

      I suggest

      "issue count, exclude parent"

      an subtask is counted

      a issue with no subtask in the same column is counted

      a epic with no member issue in the same column is counted

      Not counted

      epic with member issue in the same column

      issue with subtask in the same column.

       

      This would allow a team to drag an issue in to a step and then work with subtasks.

      It would be clear that the issue/epic is worked upon, but it is the smallest element that is counted towards wip limits.
