Issue Summary

From UI -

After disabling the Product Recommendations in the System settings, products are still being recommended for the users.

Turning off the Product recommendation from the link https://admin.atlassian.com/s/<site-id>/billing/addapplication?requestproductoptout=false also does not work.

From Backend-

Even after disabling Product Recommendations from backend, below products are still being recommended for the users-

• Compass
• Jira Service Management
• Atlas
• Jira Product Discovery
• Loom

Steps to Reproduce 

1. Jira Settings > System > General Configuration
2. The Product Recommendation is OFF with no way to edit it.

Expected Results

With the setting disabled from UI and backend, we expect that no in-product recommendations in Jira Cloud will appear for admins and end-users.

Actual Results

Currently, regardless of the setting disabled, customers can still see in-product recommendations, more specifically for the following products:

• Compass
• Jira Service Management
• Atlas
• Jira Product Discovery
• Loom

Aside from the in-product recommendations, under Apps, end users can still request for apps and can see the option "Recommended for your Team"
As a side-effect, this is resulting in Admins receiving unwanted product requests from end users.
