Issue Summary

Migrating a project that has already been migrated to the same cloud instance using the Jira Cloud Migration Assistant (JCMA) causes duplicate lexorank values on the cloud.

Steps to Reproduce

1. Migrate a Jira project from DC2C.
2. Delete the project from the Cloud instance.
3. Migrate the same project again (from the same source).
4. Run the Lexorank integrity checks on https:/<instance>.atlassian.net/secure/GHLexoRankManage.jspa?decorator=admin 

Expected Results

Lexorank values should not be duplicated.

Actual Results

Lexorank values are duplicated and the Lexorank integrity check fails.

Workaround

1. Launch the Lexorank Management screen.
2. Select Balance Field.
