Separation of Resolve and Reopen Permissions

Permission Scheme has various actions for which it is possible to assign action permissions for specific users and/or groups.

For "Resolve Issues" permission, the explanation is as follows : Ability to resolve and reopen issues.

But what if, I wish to separata them? I mean I have specific case where resolve permission should be allowed to a specific group whilst reopen permission be allowed to another one...(Resolve by the designated support engineer, but Reopen by ONLY the customer)

Brief, Reopen permission is better to be provided as a separate permission level.
