Add functionality to allow notifications about discovered products to be sent to non-organization admins.

Details: Currently, notifications regarding newly discovered products are exclusively sent to organization admins. This feature request seeks to introduce flexibility by allowing these notifications to be directed to specific non-admin users or email addresses, as specified by the organization, through an API or other configuration settings.

Use Case: Organizations may have specific teams or individuals responsible for certain products or security monitoring who are not organization admins. Enabling these users to receive notifications directly would improve workflow efficiency and ensure timely responses to new product discoveries.

Proposed Solution:

• Introduce a configuration option within the admin interface to specify additional email addresses or user roles that should receive notifications about discovered products.

• Allow the use of the Atlassian API to specify custom notification recipients for discovered products.

• Ensure that the notification settings are flexible enough to accommodate various organizational needs without compromising security.
