Issue Summary

As a user, I would like create/add child Issue not just from current project but from another project as well using "Suggest child issue" feature.

Steps to Reproduce

1. Create a issue with issue type Epic/higher
2. Add child issues using "Suggest child issue" AI feature

Expected Results

When given a prompt AI should create child issue in another project with desired issue type.

Actual Results

"Suggest child issue" feature creates child issue within same project 

For example: In below screenshot we can see Atlassian intelligence suggested child issue.

When accepted it creates child issue from same project and there is no option to create child issue in another project and add under parent issue.
