Issue Summary

This is reproducible on Jira cloud + Jira mobile app.

Steps to Reproduce

1. Create a new notification scheme in Jira and remove all the notification type and recipient
   
2. Use the notification scheme in any project
3. Invite the user X to the project
4. Create an issue
5. Assign the issue created in Step 4 to the user X in Step 3
6. Ask the user to install Jira mobile app 
7. Comment on the issue created in Step 4, make any changes to the issue and user X will receive the issue push notification on the mobile app

Expected Results

The user should not receive the push notification on the mobile app, as all notifications have been removed from the notification scheme. 

Actual Results

The user does receive the push notification on the mobile app.

Workaround

The user has to disable the notification from the mobile app settings individually.
