Allow accessing an issue collector form directly via a URL

      Allow accessing an issue collector form directly via a URL. 

      Please enable the feature as available for Jira Server, mentioned here: https://confluence.atlassian.com/jirakb/how-to-access-issue-collector-form-without-embedding-it-in-a-page-826872619.html?_ga=2.121503496.1894725997.1532366143-679363520.1532116124 

      Currently, in Jira cloud, we can access the Issue Collector form directly using a URL https://<INSTANCENAME>.atlassian.net/rest/collectors/1.0/template/form/<ISSUE COLLECTOR ID>, only if the Trigger Style in the issue collector is not set to Custom. 

      Due to this, we see an inconsistent user experience. 

      Thus, please allow accessing an issue collector form directly via a URL for all Trigger Styles.

      Steps to Reproduce

      1. Create an Issue Collector.
      2. Set the Trigger Style as Custom.
      3. Configure the following URL: https://<INSTANCENAME>.atlassian.net/rest/collectors/1.0/template/form/<ISSUE COLLECTOR ID>

      Expected Results

      When user access the following URL: https://<INSTANCENAME>.atlassian.net/rest/collectors/1.0/template/form/<ISSUE COLLECTOR ID> they should be able to see the Issue collector form. 

      Actual Results

      When user access the following URL: https://<INSTANCENAME>.atlassian.net/rest/collectors/1.0/template/form/<ISSUE COLLECTOR ID> they do not see the Issue Collector form, rather they see a Blank page.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
