Ability to hide issue types from the create issue screen when a user doesn't have permission.

      It would be really nice to hide the issue type from the create issue screen if a user does not have permission to create an issue for a specific issue type.

      As of now, we can use a validator to just prevent the issue creation based on permissions, however, the issue type is still visible in the create issue screen, which is a bad UI experience for the user
