Issue Summary
After the release of the new batching feature in July 2024 as part of JRACLOUD-72688, notifications sent to watchers regarding assignees are being sent as individual urgent emails instead of being batched together.

Steps to Reproduce
- Disable the email batching option.
- Change an assignee on a ticket with watchers.
- Observe the urgent notifications received by watchers.
Expected Results
Notifications should be grouped together every 3 minutes, reducing email volume for users.
Actual Results
Users receive multiple urgent notifications, leading to confusion and an overwhelming inbox.
Workaround
Enabling the default 3-minute batching option resolves the issue temporarily. Steps to the path-
- Go to the Profile Button -> Notifications
- select the Group notification emails together toggle
- We'll group together notifications for the same issues into one email. How often do you want to receive these? Choose 3 minutes
As this doesn't actually work properly (unbatchign email results in erroneous notifications) - I would prefer it if you removed the ability to unbatch emails.
