Steps to Reproduce

• for data imported from a backup of your Jira Cloud site on a different instance:

1. Add admin webhook using secret
2. Export data from Jira Cloud
3. Import backup data into a different Jira Cloud
4. Trigger an action that would result in a webhook being sent on the Jira Cloud with imported data

• for data copied from one Jira Cloud instance to another:

1. Add admin webhook using secret
2. Copy Jira data
3. Trigger an action that would result in a webhook being sent on the Jira Cloud with copied data

Expected Results

Webhook is signed using the initially saved secret and delivered.

Actual Results

Webhook is not delivered.

Workaround

Edit the affected webhook and manually update the secret field using either your stored secret or a new one.
