Currently the email handler checks the subject for JIRA keys (eg. 'JRA-123') and if found, treats the email contents as a comment on that issue.
It would be useful if instead of checking for an issue key, JIRA checked for an issue summary matching the subject (give or take a 'Re: '). This would allow JIRA to passively track mailboxes.
