Currently, only Jira admins can update Jira Issues via the CSV import functionality.

So in this scenario, a regular non-admin user needs to have a Jira Admin run the updates on their behalf via the CSV import.
The bulk create/import is targeted only at creating new Jira Issues, to make bulk tasks easier to non-admin users. However, only Jira Admins can do CSV import to update Jira Issues because that requires that more fields are involved in the operation (system fields).
The suggestion here is to open up the possibility of updating Jira Issues to regular non-admin users via a CSV import.
