Issue Summary

In the Jira issue view, the comment bar floats in a position which obscures content and is not pinned to the bottom of the screen.

Steps to Reproduce

1. Open browser issue (Chrome, Firefox, or Edge) with a description longer than the visible screen space or more fields in the main layout.
2. Scroll up and down, observing a floating comment bar

Expected Results

The comment bar field remains fixed to the bottom of the screen after step 2.

Actual Results

The comment entry field moves upwards and downwards while viewing the issue fields description, blocking the text.
