Issue view dialog has focus flicker when opened from an Atlaskit modal-dialog

      Issue Summary

      In some scenarios, when using the modal-dialog Altaskit component, we can observe a focus flicker issue. 

      Steps to Reproduce

      1. Create a Forge or Connect app.
      2. Open dialog and observe the icons in the issue view.

      Expected Results

      The issue view should not have any UI issues.

      Actual Results

      We can observe a focus flicker issue.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
