With the New Issue Transition Experience a new "flag" appears when an issue is transitioned

The flag appears all the time and can be a distraction.

Steps to Reproduce

1. Access any issue
2. Transition the issue to any status

Actual Results

• Provide the option to manage the visual features in the issue view transition.
• The flag appears to all users for all transitioned issues and it is a distraction to the users.
