Support ability to import parent-child relationship if the parent already exist in Cloud

      Currently there it is not possible to import parent-child relationship while importing the Jira Issues using "External System Import" and if the parent issue is already exist in Cloud.

      As described in Import Data from a CSV File - Parent Child Relationship:

      It is not possible to import a parent / child relationship by referencing a parent issue using an external ID that has already been imported as part of a previous CSV file import operation.

      Workaround

      1. Import the CSV file to create the child issues in Cloud
      2. Use Bulk Edit Jira Issues to create the parent child relationship
