Issue Summary

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Add a favicon at yourInstance.atlassian.net/secure/admin/LookAndFeel!default.jspa
2. When you open some pages, the favicon will show as expected, but when you access an issue directly, like yourInstance.atlassian.net/browse/IssueKey, the default Jira favicon is loaded.

Expected Results

To load the custom favicon.

Actual Results

Loads the default Jira favicon.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
