Subtask under Epic/above hierarchy can be created from Issue navigator

      Issue Summary

      Subtask under Epic/above hierarchy can be created from the Issue Navigator.

      Steps to Reproduce

      1. Search for Jira issues that have issues from hierarchy Level1 and above.

      2. In Issue navigator, select meatballs (three dots on right side of each issue)
      3. Select 'Create sub-task', and update the field on Create subtask window 

      4. Subtask is added to Epic and above hierarchy.

      Expected Results

      Subtask creation should not be possible under Epic or above hierarchy.

      Actual Results

      Subtask creation is possible through exceptions.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
