Provide REST API to create and manage System -> Events configuration.

      At present, the only available API for retrieving all issue events is an experimental REST API. As developers, we need APIs that allow us to create, update, or delete these events within the System -> Events section. It is essential to offer APIs that support the full spectrum of CRUD operations for Events.
