Issue Summary

On an organization with a large user and group directory and is on the unified user management, provisioning a new Jira site may take awhile to complete.

Steps to Reproduce

1. On an organization with the unified user management, setup a large user and group directory. For example

• 100,000 users
• 2000 groups

2. Go the organization administration and navigate Products > Add Products.
3. Choose Jira
4. Choose to create a new site

Expected Results

The new Jira site should be available to the admins within a reasonable amount of time.

Actual Results

The large directory will need to sync completely to the new Jira site and this may take awhile.
Once the directory fully syncs to Jira, the new site will be available.

Workaround

Wait for awhile for the new site to be made available. You can also contact Atlassian support to help check on the status of the new site.
