Issue Summary

The workflow shows the message "You don't have permission to transition this issue". The causes are not related to Possible causes to error: "You don’t have permission to transition this issue/ticket"

Steps to Reproduce

1. Create a Workflow with the initial Create Issue transition with no outgoing transitions
2. Create another status and add a global transition (All statuses can transition to this one)
3. Add outgoing transitions from this status
4. Create an issue and transition it to the status created in step 2
5. Check the available transitions

Expected Results

You see the available transitions.

Actual Results

You see the message "You don't have permission to transition this issue".

Workaround

Refresh the page.
