Site isolation for user management logs for centralised user management orgs

      Issue Summary

      Currently, in centralized user management organizations, User management logs appear in the site-level audit log in addition to the org-level audit logging. However, the site-level audit log can contain logs about users and groups for other sites from the same organization. 

      Steps to Reproduce

      1. Add/remove a user to group A part of site A.
      2. Log info appears in admin.atlassian.com > Security > Audit log.
      3. Log info appears in sitename-B.atlassian.net > System > Audit log.

      Expected Results

      If a user/group is not part of the site, then log information about these shouldn't be logged in the site-level audit log.

      Actual Results

      All user/group logs get recorded on org-level and site-level audit logs. There is no log separation between the site-level logs.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
