Issue Summary

Customfields of type labels, dropdown, multi select fields unable to display save and cancel button due to the drop down values. User that is using keyboard to access these fields and modify them would need to hit additional key strokes to reach to those "save" or "cancel" options as its not visible. Sharing a few screenshots for reference:

Steps to Reproduce

1. Login into Jira Service management.
2. Go to any project or issue where you have select list fields configured for example label, request participant.
3. Try adding users and then notice the "save" and "cancel" button aren't visible.

Expected Results

The "save" and "cancel" buttons must be visible.

Actual Results

Currently the "save" and "cance" buttons are hidden behind the drop and aren't visible.

Workaround

For a user that is performing modifications to such customfield could submit changes either by tabbing to the confirm button or pressing Ctrl+Enter
