Ability to see all options when clicking on a field in the issue view

      Summary

      Currently the amount of field options displayed is limited upon click in the issue view. In order to see the desired option (in case it is not displayed initially) you need to start typing.

      Suggestion

      Provide the option for admins to decide wether a field will display all options upon click or not.
