Issue Summary

The error "The scheme cannot be deleted when there are projects associated with it" is shown when trying to delete Permission Scheme associated with the projects.

As per documentation projects associated with permission scheme should fall back to default permission scheme.

Steps to Reproduce

1. Create a non-default permission scheme
2. Associate project with the permission scheme
3. Delete the Permission scheme
4. Observe the error

Expected Results

Permission scheme associated with one or more projects os deleted and those projects fall back to using the Default Permission Scheme as outlined in documentation.

Actual Results

The error "The scheme cannot be deleted when there are projects associated with it" is shown

Workaround

Identify projects which are using this Permission Scheme and assign to different permission scheme.

Previously it was submitted as a bug JRACLOUD-79136 - The delete permission scheme dialog message is confusing, however, the bug is related to permission scheme deletion rather than error message.
