[JRACLOUD-83981] Ability to configure only selected link types per project.

Provide the ability to select only required types in a project while linking the issues.

Click on link issues
We see all the types and this cannot be cut down to one or 2 based on the project requirement.

Ability to select what type should be availble in the issue link field for a project.

We see all the available types of linking an issues, some may be irrrelevant to the project.

Currently there is no known workaround for this behavior. A workaround will be added here when available
