Issue Summary

Currently when import data from 3rd party systems or CSV when creating a new project, a user must be a member of site-admins group, which is Organization level admin. 

If the user is not a member of site-admins, button "Import data to a new project" will not display.

Being Organization admin is too powerful role for this task, especially data can be imported into Team-Managed project.

Request is either have a separate permission or to use less powerful permissions for data import.
