Issue Summary

When we update the Swimlane configuration under Board settings to Assignee, and for Unassigned issues select the option "Show above other swimlanes", then if we go on the Board view and under the Group By drop-down we select Assignee then the Unassigned issues always go to the bottom of the "assignee" swimlanes by default. There is no option to bring the Unassigned issues at the top of the "Assignee" swimlanes. 

Steps to Reproduce

1. Set Swimlanes as Assignee and for Unassigned issues select the option "Show above other swimlanes"
2. Come on board you will see Assignee under the "Group By" drop-down
3. Go on the Board view and under the Group By drop-down we select Assignee then the Unassigned issues always go to the bottom of the "assignee" swimlanes by default.

Expected Results

If we go on the Board view and under the Group By drop-down we select Assignee then we should have an option to configure whether the Unassigned issues will appear above the "assignee" swimlanes or whether the Unassigned issues will appear above the "assignee" swimlanes. 

Actual Results

Go on the Board view and under the Group By drop-down we select Assignee then the Unassigned issues always go to the bottom of the "assignee" swimlanes by default.

Workaround

There is no workaround as of now other than using Swimlane configuration and setting the suitable option for Unassigned issues.
