Issue Summary

Users with edit permissions on the project cannot view empty fields, even if the fields are included in the session Context Fields on the layout.

Steps to Reproduce

The Components field is not displaying on issues where it is not filled in, despite its inclusion in the context fields section (not the "Hide when empty" section).

Expected Results

Users should be able to view empty fields that are not set to Hide when empty, even if they cannot edit them.

Actual Results

Empty fields are not displayed to users without edit permissions, even if they are not set to Hide when empty.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
