We couldn't save your changes when trying to apply changes to Workflow

      Issue Summary

      When you try to save changes to a Workflow, it shows the message:
      "We couldn't save your changes"

      Steps to Reproduce

      1. The workflow has an unavailable rule on the Create Issue transition

      1. Apply changes to the Workflow
      2. Try to save the changes

      Expected Results

      The changes are saved properly.

      Actual Results

      The screen shows an error message.

      Workaround

      Currently, there is no known workaround for this behavior. If you face this issue, please contact Atlassian support.
