Issue Summary

Today it is not possible to set/configure the default value to the checkbox "Create release notes" when you release a new version.

Steps to Reproduce

1. Access your project
2. Select the "Release" option in the left-side menu
3. Click on 3 dots of the version you want to release
4. The checkbox "Create release notes" is by default, checked

Expected Results

Be possible to set this box to unchecked, by default to the project.

Actual Results

Today, all releases must be unchecked, to avoid the creation of release notes.
